The MS TrueType core fonts used to be available on microsoft.com, but have long been deleted.
This is the original unaltered .exe file as downloaded from microsoft.com when they were available.
If you want to use the fonts on a Windows system just unpack the cab file you downloaded and you are good to go.

The most common font format Microsoft Windows operating systems is TrueType. It is an outline font standard developed in the late 1980s. The standard was originally developed by Apple, but later was adopted by Microsoft.
